Ibohal, learned counsel, appears for the petitioner; Mr. Boboy Potsangbam, learned CGSC, appears for the Union of India and Mr. Phungyo Zingkhei, learned Deputy GA appears for the State respondents. The present writ petition has been filed by the petitioner for a direction to the respondents to enhance the monthly remuneration of the petitioner and other ASHA workers in Manipur to Rs. 15,000/- (Rupees Fifteen Thousand) only. The petitioner has submitted a representation to the Secretary to Hon’ble Chief Minister, Government of Manipur dated 23.08.2024 for enhancement of incentives/remunerations of ASHA Workers now working under the State Health Society, NHM, Manipur at the rate which is commensurate with the roles and responsibilities of the workers. Learned counsel appearing for the petitioner submits that the monthly remuneration received by the ASHA workers in Manipur is Rs. 3000/- SHAMURAILATPAM SUSHIL SHARMA Digitally signed by SHAMURAILATPAM SUSHIL SHARMA Date: 2025.09.01 16:17:20 +05'30' P a g e | 2 (Rupees Three Thousand) only i.e., Rs. 2000/- from the Central Government share and remaining Rs. 1000/- from the State Government. He also further submits that despite their vital roles with heavy workloads, ASHA workers encounter the grievances/challenges of inadequate compensation/incentives/remunerations. Therefore, this Court is of the view that based on the representation made to the Secretary to the Chief Minister, writ of Mandamus cannot be issued by this Court, for entertaining the petitioner’s representation. In such circumstances, this Court directs the petitioner to submit a fresh representation for enhancement of incentives/remunerations of ASHA Workers now working under the State Health Society, NHM, Manipur to the concerned official authority within a period of 2 (two) weeks from the date of receipt of a copy of this order for consideration of their grievances and to pass appropriate orders in this regard. With the above direction, the writ petition stands disposed of. CHIEF JUSTICE Sushil
