Heard Sri M. Chiranjeevi, learned Counsel for the Writ Petitioner and Sri Panuku Rajesh Kumar, learned Assistant Government Pleader for Panchayat Raj and Rural Development. 2. The present Writ Petition is filed by the Writ Petitioner seeking release of an amount of Rs.14,81,277/- for the civil contract work undertaken by the Writ Petitioner. 3. The Executive Engineer (Drawing and Disbursing Officer) has filed the Counter Affidavit admitting the claim of the Writ Petitioner. Para Nos.5 & 7 of the Counter Affidavit is usefully extracted hereunder:
“5. It is submitted that, the petitioner has completed all the subject works and the bills were initiated by the concerned Dy. Executive Engineer and submitted to this office during March, 2024. The bills were scrutinized and passed for Rs.16,61,384/- with a net amount for Rs.14,81,277/- allowing all statutory Deductions of Rs.1,80,107/- and these bills were submitted to the Pay & Accounts Officer, Srikakulam, vide Bill No. 2023 - 2691975, 2023 - 2689955, 2023 - 2692420 & 2023 - 2681491. But, all the above four bills were returned to this office by the Pay & Accounts Officer, Srikakulam duly denoting remarks "As per Art.39 & 50 of AP Financial Code, Vol.I" as a Year-End Activity. 7.
It is further submitted that as per the instructions of the Government, to process the bills for making payment trough "NIDHI PORTAL", the process of payment of bills has to be started right from the beginning i.e., Data has to be migrated from CFMS PHASE-II to NIDHI PORTAL and E- M.BOOK has to be generated again by the Section officer of that Mandal, Instructions have already been issued from this office for creation of E- M.BOOK and the departmental process has also been completed in this regard and submission of bills through NIDHI PORTAL for making payment to the Petitioner is pending in this office for want of budget under concerned Head of Account.”
4. The above extract would indicate that the Official Respondents have admitted the net claim of the Writ Petitioner to be of Rs.14,81,277/-. 3

Learned Counsel for the Writ Petitioner would pray the Court to fix the time period for making the payment, as he would treat the amount of Rs.14,81,277/- as full and final settlement without claiming any interest. 6. Having regard to the above submission, there shall be a direction to the Official Respondents to complete the inter-departmental administrative process by co-operation and co-ordination between them, within a period of 14 (fourteen) weeks and transfer the due amount of Rs.14,81,277/- into the bank account of the Writ Petitioner within a period of 4 (four) weeks thereafter. Writ Petitioner is directed to furnish the bank account details to the competent authority. 7. With these observations and directions, this Writ Petition stands allowed.
