Neutral Citation No. - 2025:AHC:32769-DB Chief Justice's Court Case :- PUBLIC INTEREST LITIGATION (PIL) No. - 496 of 2025 Petitioner :- Adarsh Kumar Respondent :- State of U.P. and 4 others Counsel for Petitioner :- Ganesh Mani Tripathi Counsel for Respondent :- A.K. Goyal (A.C.S.C.), Shrinath Hon'ble Arun Bhansali,Chief Justice Hon'ble Kshitij Shailendra,J. 1. This petition purportedly in public interest has been filed by the petitioner seeking a direction to the respondents to ensure strict compliance of Government Order dated 11.01.2019 amended on 29.06.2020 and 11.02.2021 and take action against the institutions, who are not complying with the Government Order dated 26.09.2023. 2. Submissions have been made that the State has issued directions, requiring the schools to follow the syllabus, as approved by the Basic Shiksha Parishad and the education be imparted through the books as per the syllabus and no other books will be used, however, the said circular dated 26.09.2023 is not being followed. The petitioner has made representations in this regard, however, the respondents have not taken any action against the defaulting schools. 3. We have considered the submissions made by counsel for the parties and have perused the material available on record. 4. A bare look at the representation made by the petitioner on 10.01.2025 indicates that absolutely general assertions have been made regarding violation of government circulars. No particulars have been indicated pertaining to the alleged violations of the said circular by particular school and/or institution. Filing of the petition in public interest seeking to allege large scale violations, without providing any specific particulars in this regard, cannot form a basis for undertaking a fishing exercise and passing directions which are general in nature. 5. In that view of the matter, we do not find any good reason to entertain the present petition in public interest. The same is, therefore, dismissed.
