JUSTICE RAJESH MAZUMDAR ORDER 24.11.2025 Heard Mr D Nath, learned Senior Counsel, assisted by Mr T A Choudhury, learned counsel appearing for the petitioners. Also heard Mr A Bhattacharjee, learned Standing Counsel, Revenue Department, appearing on behalf of the respondent Nos. 1, 2, and 4; and Mr H Sarma, learned Additional Senior Government Advocate, Assam, for the respondent No. 3. 2. Prayer made in this writ petition was to quash and set aside the Zonal Land Valuation of Hojai Revenue Circle of the Hojai District of Assam, as approved in the Department of Revenue and Disaster Management, vide its letter dated 29.12.2021, and for re-categorization of land in Hojai Revenue Circle and to prepare a uniform class of land for the entire revenue circle, and also to revisit and issue a fresh land valuation in Page No.# 3/3 respect of the land in all the three revenue circles of Hojai district. 3. 3. Mr Nath, learned Senior Counsel appearing for the petitioners has drawn the attention of this Court to the impugned order dated 29.12.2021 (Annexure-6 of the writ petition) to say that the valuation reflected therein was only for the year 2022-2023, and in such view, the writ petition would not require any adjudication today. 4. The learned counsel for the respondents do not object to the same. 5. The learned Senior Counsel appearing for the petitioners submitted that this writ petition, if closed since the prayers are no longer required to be considered, directions may be issued that the respondents would take up any further process for refixation of land valuation or categorization of land only in compliance with the prevailing norms and notifications. 6. The learned counsel appearing for the respondents, submit that there can be no apprehension that the relevant notifications would not be followed while making further land valuation and re-categorization of land. 7. Taking into account the submissions made by the learned Senior Counsel for the petitioners and also keeping in view the assurance given by the learned counsel for the respondents that the notifications would be followed for fixing the land value and category of land, this writ petition is closed, not requiring any further adjudication. 8. The petitioners would be at liberty to agitate any fresh grievance on any fresh valuation or categorization of land. 9. If the relevant notifications allow for public notification prior to categorization and valuation, the same will be followed by the respondents. JUDGE Comparing Assistant
