Das, learned counsel for the petitioner has submitted that the inadvertently the prayer clause requires the impleadment of the Joint Secretary, theAssam Administrative Reforms, Training Pension and Public Grievances (ARTP & PG) departmentwhereas the department is to be represented by the Secretary to the department. Accordingly, he prays that the Secretary to the Government of Assam, Assam Administrative Reforms, Training Pension and Public Grievances (ARTP & PG) department may be impleaded as the party respondent No. 10.
