JUSTICE AHANTHEM BIMOL SINGH O R D E R 28-11-2025 Heard Mr. B.R. Sharma, learned counsel appearing for the petitioners and Mr. Th. Vashum, learned GA appearing for the respondents. In view of the limited prayer and as agreed to by both the counsel appearing for the parties, the present writ petition is being disposed of at the Motion stage itself. At the outset, the learned counsel appearing for the petitioners submitted that the petitioners will be satisfied for the time being if the present writ petition is disposed of by directing the respondents No. 1 and 2 to consider the representation dated 19-09-2025 submitted by the petitioners on its own merit and strictly in terms of the applicable rules/ guidelines and to dispose of the same by issuing a speaking order within a stipulated period. Mr. Th. Considering the submissions made by the learned counsel appearing for the parties and on perusal of the record, this court is of the considered view that it will be in the interest of justice to issue the following directions:- (i) The Secretary (Power), Government of Manipur and the Managing Director, MSPDCL, are hereby directed to consider the aforesaid representation dated 19-09-2025 submitted by the petitioners on its own merit and strictly in terms of the applicable rules/ guidelines and to dispose of the same by issuing a speaking order; (ii) The whole process should be completed within a period of two months from the date of receipt of a certified copy of this order; and (iii) The respondents are further directed to communicate a copy of the order passed in connection with the said representation to the petitioners as early as possible. With the aforesaid directions, the present writ petition is disposed of. JUDGE Devananda -2-
