No. 1/2008 (Annexure-1), which is contradictory to the rules framed by the Government of Jharkhand for appointments. Petitioner has further prayed for giving him appointment in place of respondent Nos. 5 to 16, as he is more eligible and having all the requisite qualification as per the advertisement and the rules framed by the Government of Jharkhand. 2. From the records, it appears that the entire appointment process pursuant to Advt. No. 1/2008 has been completed way back in the year 2011 and the petitioner had knocked the door of this Court in the year 2017 and now, we are sitting in 2025. 3. On the ground of delay, laches and efflux of time, no relief can be granted at this stage. 4. Accordingly, the instant writ application stands dismissed. (Deepak Roshan, J.) Kunal
