Learned Assistant Government Pleader has submitted Written 2. Instructions furnished by the Tahsildar, Tenali Mandal dated 18.01.2025. A copy of it is not supplied to the learned Counsel for the Petitioner as he is appearing Online. The same is taken on record; The Written Instructions would disclose several reasons for not 3. entertaining the Representations of the Writ Petitioner dated 09.01.2024 & 23.07.2024 (Ex.P1). The record would indicate that within a period of about six months, the 4. Writ Petitioner has made two Representations to the concerned authorities. In response to the first Representation dated 09.01.2024, the Sub-Collector, Tenali has already addressed a letter to the Tahsildar on 24.01.2024 (Ex.P4). However the present Written Instructions is silent about the conduct of 5. the Tahsildar from 24.01.2024 i.e., the date on which the Sub-Collector has addressed a letter to the Tahsildar requiring the Tahsildar to act on the Representation submitted by the Writ Petitioner herein. Having regard to the above facts, this Court is rather constrained to 6. comment on the conduct of the Tahsildar about his inaction from January, 2024 to till date. This Court is also constrained to make an adverse observation that the present Written Instructions is completely silent about the 3 letter addressed by the Sub-Collector to the Tahsildar on 24.01.2024. If this is the way in which the Tahsildar would conduct himself, this Court would not hesitate to initiate departmental action against the Tahsildar for dereliction of duty. Be that as it may, under the present circumstances this Court deems it 7. appropriate to dispose of this Writ Petition, at the admission stage, without going into the merits, directing the Tahsildar to consider the Representations submitted by the Writ Petitioner dated 09.01.2024 & 23.07.2024 and pass a Speaking Order in accordance with law within a period of four weeks from today and communicate a copy of such Order to the Writ Petitioner forthwith. Needless to state that the Tahsildar is obligated to issue advance 8. Notice to all the interested parties including the Writ Petitioner herein, consider their submissions/objections and documents, if any, before passing the final Order. Writ Petitioner directed to submit a copy of this Order to the Tahsildar (Respondent No.4) along with photocopies of the Representations dated 09.01.2024 & 23.07.2024 within one week from today for effective compliance.
