NARENDRA PRASAD ORAL ORDER This writ petition is filed under Articles 226 & 227 of the Constitution of India, seeking a writ of mandamus directing the respondents to consider the objections dated 09.04.2025 vide Annexure-H, submitted by the petitioner to the provisional select list to the post of Librarian-cum- Supervisor of Library and Information, Yagavakote. 2. The second respondent issued a notification dated 28.08.2024, vide Annexure-E, inviting applications to the post of Librarian-cum-Supervisor of Library and Information. Pursuant to the said notification, the petitioner, along with others, had applied to the said post. - 3 - HC-KAR NC: 2025:KHC:19063 WP No. 13463 of 2025 On considering the applications filed by the applicants, the provisional select list has been issued vide Annexure-G dated 29.03.2025. Since the petitioner’s name was not reflected, the petitioner filed an objection to the provisional select list. Hence, she sought for a writ of mandamus directing the respondents to consider the objections filed by her on 09.04.2025 vide Annexure-H, before the preparation of the final select list. 3. The learned counsel appearing for the petitioner has contended that as per the Notification vide Annexure-E calling applications for the post of Librarian-cum- Supervisor of Library and Information, the qualification prescribed is the Certificate Course in Library Science. The preference will be given to candidates who possessed the Certificate Course in Library Science. If no candidate is available securing the Certificate Course in Library Science, then the candidates who has passed PUC can be considered. Even though the petitioner has secured the Certificate Course in Library Science, without considering - 4 - HC-KAR NC: 2025:KHC:19063 WP No. 13463 of 2025 her case, the name of one Bindhushree R. has been shown in the provisional select list, even though she has not secured Certificate Course in Library Science. Therefore, the petitioner filed objections to the provisional select list. Her objection is not considered. Hence, she is before this Court. 4. The learned AGA appearing for the respondent - State contended that, on the basis of the documents submitted by the candidates, the provisional select list has been prepared, before issuing the final select list, the objections submitted by the candidates will be considered and final select list will be issued, in accordance with law. 5. In view of the above, without expressing any opinion on the merits of the case, the second respondent is directed to consider the objections filed by the petitioner to the provisional select list vide Annexure-H dated 09.04.2025, before issuing the final select list. - 5 - HC-KAR NC: 2025:KHC:19063 WP No. 13463 of 2025 6.
