[2025:RJ-JP:29467] HIGH COURT OF JUDICATURE FOR RAJASTHAN BENCH AT JAIPUR S.B. Civil Writ Petition No. 11502/2025 Bhanu Pratap Singh S/o Bhagwan Singh, Aged About 30 Years, R/o Plot No. 30, Alkapuri Colony Pt Fatehlal Nagar Link Road, Madanganj, Kishangarh District - Ajmer State - Rajasthan 305801 ----Petitioner Versus 1. State Of Rajasthan, Through Secretary, Information Technology And Communication Department, Govt. Of Rajasthan, Secretariat, Jaipur (Raj.) 302005 2. Joint Director And Head Of The Office, Information Technology And Communication Department, It Building, Yojana Bhawan Parisar, Tilak Marg, C-Scheme, Jaipur 302005 3. Secretary, Staff Selection Board, Krishi Prabandh Sansthan Parisar, Durgapura, Jaipur 302018 ----Respondents For Petitioner(s) : Mr. Anand Sharma for Mr. Arvind Kumar Sharma For Respondent(s) : HON'BLE MR. JUSTICE SUDESH BANSAL Order 01/08/2025 1. The grievance of petitioner is that his Sports Certificate of participation in Maharana Pratap National Open Taekwondo Championship-2023, held from 26-28 December, 2023 at SMS Stadium, Jaipur (Annx.3), has not been taken into consideration, to consider the candidature of petitioner on merits for appointment on the post of Informatics Assistant, under the category of "Outstanding Sports Person" category, pursuant to Advertisement dated 16.01.2023. [2025:RJ-JP:29467] (2 of 3) [CW-11502/2025] 2. Undisputedly, as per Advertisement dated 16.01.2023, the sports certificate up to the last cut off date for submission of online application form was to be considered. In this respect, the relevant Clause (x) incorporated in the Advertisement, is as under:- "x. mRd`’V f[kykfM;ksa ds inksa gsrq l{ke Lrj ls tkjh [ksy izek.k i= tks vkWuykbZu vkosnu dh vfUre fu/kkZfjr fnukad ls iwoZ dk gks dk izek.k i= iLrqr djus ij gh mRd`’V f[kykMh dksVs ds inksa dk ykHk ns; gksxkA" 3. Undisputedly, petitioner filled his online application form on 10.02.2023 and last cut off date for submission of online application form was 25.02.2023. The sports certificate, sought to be relied upon by the petitioner pertains to the Championship of Taekwondo, held thereafter from 26-28 December, 2023. Hence, this sports certificate has not been taken into consideration by the respondents. 4. The contention of counsel for petitioner is that after conducting the written examination on 21.01.2024, vide office order dated 29.01.2024 (Annx.4), an opportunity to correct the errors in the online application form was granted by the Selection Board, which should be treated as extension of the last cut off date, to consider the sports certificate up to the date of issuance of office order dated 29.01.2024. 5. Having perused the office order dated 29.01.2024, this Court finds that this office order permits only for correction of errors, which have been already filled by the aspirant in the online application form, just to avoid the technicalities. This office order, cannot be allowed to be misconstrued to assume extension of the [2025:RJ-JP:29467] (3 of 3) [CW-11502/2025] cut off date which was already determined in the Advertisement in clause (x) reproduced hereinabove. 6. In that view of the matter, since the sports certificate pertaining to the event of Taekwondo from 26-28 December, 2023, is post dated to the last cut off date as given out in the Advertisement, the respondents have not committed any illegality, perversity or jurisdictional error in not considering the sports certificate of petitioner for his appointment under the "Outstanding Sports Person" category. 7. In this view of the matter, no interference is warranted by this Court in exercise of its jurisdiction under Article 226 of the Constitution of India and the writ petition is hereby dismissed. 8. All pending application(s), if any, stand(s) disposed of. (SUDESH BANSAL),J RONAK JAIMAN/3
