Versus State of H.P and others …Respondents _____________________________________________________ Coram Hon’ble Mr. Justice G.S. Sandhawalia, Chief Justice Hon'ble Mr. Justice Ranjan Sharma, Judge Whether approved for reporting? 1 For the Petitioner: Ms. Lalita Sharma (through Video Conferencing), legal Aid Counsel and Mr. Gaurav Kumar, Advocate. Vashisht, Advocate for respondent No.4. G.S. Sandhawalia, Chief Justice (Oral) The present petition seeks directions as such for connectivity from the main Dhalli-Mehli-Beolia-Shoghi road, on the ground that the road is being as such used and therefore directions should be given to the State Government to take over this link road and the PWD authorities should maintain it. 1 Whether reporters of Local Papers may be allowed to see the judgment? 2 2. The stand of the State is that the requisite forest clearance is required and it is only thereafter the work of the construction of up-gradation of this road has to be done, subject to availability of funds. 3. The Amicus has stated that Puran Chand Sharma, on whose communication as such to this Court, the matter was initiated, has expressed his inability as such to further assist her. Even, the counter affidavit has also not come forward inspite of various opportunities given on 20.03.2025, 06.06.2025 and 10.07.2025. 4. Keeping in view the above, necessary Government clearances are not there and therefore we are of the considered opinion that no directions are liable to be issued in the peculiar facts and circumstances of the Case. 5. Resultantly, the present PIL is closed. ( G.S. Sandhawalia ) Chief Justice 14th August, 2025 ( Ranjan Sharma ) (priti) Judge
