By the impugned order dated 15.10.2024 passed by the respondent No.3-Director (Personal and Administration), U.P. Rajya Utpadan Nigam Limited, Lucknow, the petitioner has been posted to Panki Thermal Power Project, Panki-Kanpur. The petitioner claims that he is entitled to be posted at Harduaganj Thermal Power Project, Kasimpur-Aligarh. It is settled law that transfer is an incident of service. No employee has a vested right to be transferred to any place of their choice. Transfer policy has to subserve the larger interest of the institution. The transfer can be challenged only on limited grounds namely, infraction of statutory provision or malafide. None has been asserted or established before this Court. The transfer policy does not confer any enforceable rights upon the petitioner. No interference is warranted in the impugned order of transfer dated 15.10.2024. The writ petition is dismissed.
