The case set out by the petitioner is that he is a Social Worker and is State General Secretary of an Organization, namely, Eradication of Corruption, Anti- Corruption Society, which is duly registered. Petitioner further claimed to have pursued high profile corruption matters related to encroachment of lands and lodged an FIR No.69/2020 for offence under Section 406 IPC. According to the petitioner, after the lodgment of the said FIR, he started facing threats from one Sh. Lek Raj Padha and his sons, consequent whereupon, he filed an application on 13.08.2023 in the online grievance portal, i.e. ‘JK Samadhan Portal’ for his security. 02. It is further case of the petitioner that while the aforesaid application was under consideration, he was attacked by the aforesaid persons, as a result, he filed an FIR No.17/2024 for offences under Sections 341/323/504/506/34 IPC. Sr. No.99 2 The petitioner again approached respondent No.4 on 18.05.2024 and made an application for his security cover. 03. It is contention of the petitioner that SDPO Basohli was appointed as an Inquiry Officer, who, in turn, directed respondent No.4 to ascertain the threat perception and on 06.09.2024, respondent No.4 made a report to SDPO Basohli whereby he acknowledged the factum of threat perception to him, which also came to be acknowledged by SSP Kathua-respondent No.3. 04. The short grievance of the petitioner is that despite acknowledgment of his threat perception, respondents have not provided security cover to him which is violative of his fundamental right to life and liberty. 05. Having regard to the limited nature of controversy, the present petition is disposed of with a direction to the respondents to consider the representation preferred by the petitioner on 20.02.2025 and dispose of the same within a period of three weeks from the date a copy of this order along with copy of the writ petition and annexures are made available to them. 06.
