Umakanta, learned Sr. counsel assisted by Mrs. Kh. Sapana, learned counsel appearing for the petitioner; Mr. R.K. Deepak, learned Sr. counsel assisted by Mrs. I. Bimola, learned counsel appearing for the respondent no. 1; and Mr. Shyam Sharma, learned GA appearing for the respondent no. 2. [2] The case of the petitioner is that he appeared in the Manipur Civil Services Combine Competitive (Preliminary) Examination, 2022 and he was declared as one of the successful candidates for appearing in the main examination scheduled to held on 7th November, 2025. After declaration of the result of the said preliminary examination, the MPSC issued a notification dated 09.07.2024 informing all the candidates, who have qualified for the Manipur Civil Services Combine Competitive (Mains) Examination, LUCY GURUM AYUM Digitally signed by LUCY GURUMAYUM Date: 2025.11.05 17:39:28 +05'30' Page 2 2022 to update their Mobile Numbers, Email Address and Postal Address through online mode by giving a link during the period from 10.07.2024 to 31.07.2024. [3] It is also the case of the petitioner that pursuant to the said notification, he uploaded his Mobile Number, Email Address as well as Postal Address on 24.07.2024. Subsequently, at the time of issuances of E-Admit Card for appearing in the main examination, the petitioner was informed that as he did not update the required information pursuant to the said notification dated 09.07.2024, the authorities cannot issued his E-Admit Card. According to the petitioner he had already submitted the information about his Mobile Numbers, Email Address as well as Postal Address in time and as such refusal to issue his admit card for enabling him to appear in the main examination is arbitrary and un-reasonable. [4] On the other hand, it has been submitted by Mr. RK. Deepak, learned Sr. counsel appearing for the MPSC that the request made by the petitioner has already been considered by the authorities of the MPSC and the same has been rejected vide letter dated 30.10.2025 on the ground that the petitioner failed to update the required information pursuant to the aforesaid notification. Page 3 [5] It has been submitted at the Bar by the learned Sr. counsel appearing for the petitioner that there are about 45 candidates facing similar problems and because of such situation even though they have been declared successful for appearing in the main examination, they will not be able to appear in the Main examination because of the non-issuance of their admit card. Accordingly a prayer has been made for issuing a direction to the MPSC that in the event if any candidates, who have been declared successful for appearing in the Manipur Civil Services Combine Competitive (Mains) Examination, 2022 approached the MPSC for issuance of their admit card for enabling them to appear in the main examination, their admit card should be issued promptly. [6] In this regard, the learned Sr. counsel appearing for the MPSC submitted that he has received instruction from the authorities that the candidates are required to update their Mobile Numbers, Email Address as well as Postal Address for issuance of their E-Admit card and unless the said process is taken, there will be difficulty in issuing their admit cards. [7] The learned Sr. counsel further submitted that the MPSC is ready to issue a notification tonight itself to inform the candidates that they can download their E-Admit Card subject to Page 4 updating their Mobile Number, Email Address and Postal Address and that the portal/link will be opened on 06.11.2025 during 12 noon to 3 pm to facilitate for issuance of such admit card. [8] Considering the submission advance by the learned counsel appearing for the parties and to protect the interest of the candidates who have toiled hard to get selected for the main examination, the following directions are given; (i) The Secretary, MPSC is directed to issue a notification during the course of the day informing the successful candidates that they can avail/download their E-Admit Card through online mode during 12 noon to 3 pm of 06.11.2025. (ii) The Secretary, MPSC is further directed to open a link to enable the successful candidates to download their admit cards on 06.11.2025 during 12 noon to 3 pm. (iii) In the event if any successful candidates who approach the MPSC through the said link for issuance of their admit card, the MPSC should promptly issue their admit card without Page 5 insisting on updating their Mobile Numbers, Email Address or Postal Address. (iv) To issue the admit card to those successful candidates who approach for the same, the MPSC is permitted to issue such admit card on the basis of the data given earlier by such candidates. (v) Needless to mention here that the candidates should pay the requisite fees as required under the relevant notification for appearing in the examination. [9] With the aforesaid direction, the present is disposed of.
