JUSTICE AHANTHEM BIMOL SINGH O R D E R 27-11-2025 [1] Heard Mr. T. Rajendra, learned senior counsel assisted by Mr. Kalyan, learned counsel appearing for the petitioner and Mrs. L. Monomala, learned GA appearing for the respondents. [2] It has been submitted by the learned senior counsel for the petitioner that for redressing the grievances raised in this writ petition, the petitioner has already submitted a representation dated 10-04-2025 to the Director of Health Services, Manipur and after considering the said representation, the Director of Health Services, Manipur, wrote a letter dated 15-05-2025 to the Commissioner-cum-Secretary (Health & Family Welfare), Government of Manipur, requesting the Administrative Department to move the Finance Department (PIC) for up-gradation of the pay level for the post of State Engineering Consultant. It has been submitted by the learned senior counsel that despite such recommendation forwarded by the Director and despite the subsequent clarification given by the Director of Health Services, Manipur, under its IN. 69 SHOUGRAKPAM DEVANANDA SINGH Digitally signed by SHOUGRAKPAM DEVANANDA SINGH Date: 2025.11.27 16:26:53 +05'30' WP(C) No. 785 of 2025 Contd…/- letter dated 30-05-2025, the Administrative Department as well as the Finance Department have not taken a final decision till today. [3] The learned senior counsel further submitted that the petitioner will be satisfied for the time being if the present writ petition is disposed of by directing the Commissioner-cum-Secretary (Health & Family Welfare), Government of Manipur and the Additional Chief Secretary (Finance), Government of Manipur, to consider the aforesaid representation dated 10-04-2025 submitted by the petitioner along with the recommendation made by the Director of Health Services, Manipur, in its letter dated 15-05-2025 and subsequent clarification under its letter dated 30-05-2025 and to dispose of the same by passing an appropriate order within a stipulated period. [4] Mrs. L. Monomala, learned GA appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioner is confined to the consideration and disposal of the representation submitted by the petitioner, she has no objection in disposing of this writ petition as prayed for by the learned senior counsel for the petitioner. [5] Considering the submissions made by the counsel appearing for the parties, this court is of the considered view that it will be in the interest of justice to issuing the following directions:- (i) The Administrative Secretaries (Health & Family Welfare) and (Finance), Government of Manipur, are hereby directed to consider the representation dated 10-04-2025 submitted by the petitioner along with the recommendation made by -2- WP(C) No. 785 of 2025 Contd…/- the Director of Health Services, Manipur and clarification submitted by the said Director subsequently under its letters dated 15-05-2025 and 30-05-2025 on its own merit and strictly in terms of the applicable rules and to dispose of the same by issuing an appropriate order; (ii) It is made clear that the whole exercise should be completed within a period of three months from the date of receipt of a certified copy of this order; and (iii) The Administrative Secretary (Health & Family Welfare), Government of Manipur, is further directed to communicate a copy of the order passed in connection with the said representation to the petitioner at the earliest possible time. With the aforesaid directions, the present writ petition is disposed of. JUDGE Devananda -3-
