Jamon, learned counsel appeared for the petitioner and Mr. Shyam Sharma, learned GA appeared on behalf of the respondents. [ 2] The present WP(C) No. 550 of 2017 has been filed with a prayer inter alia for quashing and setting aside - (a) the impugned order dated 27-01-2011 issued by the Secretariat, Finance Department, Government of Manipur ordering for recovery of a sum of Rs. 70,60,400/- (Rupees seventy lakh, sixty thousand and four hundred) only from the petitioner; (b) the decision of the LAISHRA M DHAKESH ORI DEVI Digitally signed by LAISHRAM DHAKESHORI DEVI Date: 2025.12.09 15:09:27 +05'30'
WP(C) No. 550 of 2017 with Page 2 WP(C) No. 60 of 2018 High Powered Committee meeting held on 09-12-2010; 02-12-2014 and other proceedings of the said High Powered Committee meeting. [ 3] Writ petition, WP(C) 60 of 2018 had been filed with a prayer for quashing and setting aside the proceeding of the High Powered Committee meeting held on 20-12-2017 and its decision dated 04-01-2018 in respect of the portion to re-open the Departmental Inquiry against the petitioner and also the proceeding of the High Powered Committee meeting held on 20-12-
2017. [ 4] During the pendency of this writ petition, Mr. Shyam Sharma, learned GA placed before this Court a letter dated 25-11- 2025 from the Deputy Secretary (Finance), Government of Manipur addressed to Mr. Shyam Sharma, learned GA enclosing therein the minutes of the High Powered Committee meeting held on 02-01-
2025. It has been submitted by the learned GA that in the said proceeding of the High Powered Committee, it has been decided that as per the report of the Administrative Department
WP(C) No. 550 of 2017 with Page 3 WP(C) No. 60 of 2018 dated 11-07-2024, the proceedings pending against the petitioner shall be closed as there is no liability against the petitioner.
In view of the said High Power Committee meeting held on 02-01-2025 and the decision taken thereof, the petitioner has got the relief sought for in the present writ petition and the present writ petition can be closed as infructuous. [ 5] Mr. Kh. Tarunkumar, learned senior counsel fairly submitted that he has received instruction from the petitioner that the petitioner has got all the relief sought for in the present writ petition and that the present writ petition can be closed as infructuous. However, the learned senior counsel submitted that the interim order dated 14-02-2018 passed by this Court in WP(C) No. 60 of 2018 may be made absolute. [ 6] In response thereto, it has been submitted by Mr. Shyam Sharma, learned GA that every proceeding or every decision taken by the High Powered Committee in its various meetings stand merged with the final decision taken by the High Powered
WP(C) No. 550 of 2017 with Page 4 WP(C) No. 60 of 2018 Committee and there is no need for making the aforesaid interim order absolute. [ 7] Recording the submission made by the learned counsel appearing for the parties, the present writ petitions are hereby closed as infructuous. JUDGE Dhakeshori
