This writ petition is filed under Article 226 of the Constitution of India to declare the action of the respondents in not setting up the Gram Panchayat office in Kotha Manchuru despite the direction of the Government vide proceedings P.SR.No.3343/2002A-5/P dated 02.09.2002. 2. Learned counsel for the petitioners submit that, even though the third respondent/District Collector issued proceedings dated 02.09.2002 directing Respondent Nos.4 to 7 to take steps for establishment of gram panchayat office at Kotha Manchuru, no action has been taken so far. Assailing the same, the present writ petition was preferred in the year 2019. 3. Respondent No.7 – Panchayat Secretary, Manchuru Gram Panchayat filed counter affidavit stating that, the staff of gramasachivalayam increased from 30 to 40 members and in order to accommodate the staff of sachivalayam, it was proposed to construct Gramasachivayalam at Patamanchur inasmuch as the said Patamanchur is centrally located and the number of residents in Patamanchur is 1713 with 6 habitations. Further, Kothamanchuru is consisting of total population of 526 members including B.C colony. In this connection, land of an extent of Ac.15-00 cents in Sy.No.753, classified as Gramakantam was found suitable for housing sachivalayam. Insofar as Grampanchayat office is concerned, the same is located at 2 NV,J W.P.No.17035 of 2019 Kothamanchuru and the same is functioning from the said place. Learned Standing Counsel also furnished written instructions dated 18.08.2025 issued by the Panchayat Secretary stating that the new building of the village secretariat has been constructed by the village level elders in the Patha Manchur Sivaru Village and the inauguration ceremony was held on 16.06.2022. On the basis of the counter affidavit and written instructions, learned Standing Counsel submits that the gram panchayat was already set up at Kotha Manchuru and it has been functioning from the said place. 4. Upon considering the submissions made by the learned counsel for the petitioner and the learned Standing Counsel for the Gram Panchayat, and after examining the material on record, it is observed that the petitioner's request for the establishment of the Village Panchayat Office at Kotha Mansuru has already been addressed. The Panchayat Office has been established at Kotha Manchuru and is currently functioning from that location. In view of the above, as the petitioner's grievance has been redressed and no further orders are required to be passed in this writ petition. 5. Accordingly, writ petition is closed. No costs. 6.
