Heard Sri T.Ashok Srivastava, learned counsel for the petitioner and Sri B.V.Satyanarayana, learned Assistant Government Pleader for Revenue for respondents 1 to 4. 3

The notice in respect of the respondents 5 and 6 is dispensed with since no adverse order is passed affecting the right or interest of respondents 5 and 6. 3. The grievance of the petitioner is that the 4th respondent is altering the revenue records in favour of respondents 5 and 6 in respect of Ac.5.01 cents in Sy.No.4-1 of Donimukkala Village, Guntakal Mandal, Ananthapuramu District, without issuing any notice or following the procedure mandated under the Andhra Pradesh Rights in Land and Pattadar Pass Books Act, 1971, as illegal and arbitrary. 4. Learned counsel for the petitioner would submit that the petitioner is the absolute owner and possessor of an extent of Ac.5.01 cents in Sy.No.4-1 of Donimukkala Village, Guntakal Mandal, Ananthapuramu District. The said land belongs to the petitioner’s great-grandfather, Sri Vadde Giddaiah. Petitioner’s great-grandfather got the property by way of D-Form Patta. After the death of the great-grandfather and his father, the petitioner came into possession and enjoyment of the property. The petitioner’s father’s name was updated in the record of rights. The 4th respondent, without issuing any notice, is taking steps to mutate the names of respondents 5 and 6. 5. Learned Assistant Government Pleader for Revenue, submitted instructions of the 4th respondent. 6. A perusal of the instructions would disclose that neither the 5th respondent nor the 6th respondent made an application through online to alter or modify the record of rights, in respect of Ac.5.01 cents in Sy.No.4-1 of Donimukkala Village, Guntakal Mandal, Ananthapuramu District. The petitioner filed this writ petition with apprehension. If any application is made by any of the parties, the 4th respondent will follow the procedure mandated under the Andhra Pradesh Rights in Land and Pattadar Pass Books Act, 1971, and the Rules made thereunder. 4

Given the facts and circumstances, the writ petition is disposed of, at the admission stage, with the consent of both the learned counsel, directing the learned 4th respondent to follow the procedure mandated under the Andhra Pradesh Rights in Land and Pattadar Pass Books Act, 1971 and the Rules made thereunder, if any application is made in respect of Ac.5.01 cents in Sy.No.4-1 of Donimukkala Village, Guntakal Mandal, Ananthapuramu District.
