Heard Mr. D. K. Agarwala, learned counsel for the petitioner. Also heard Mr. S. M. T. Chistie, learned counsel for the respondent Nos. 1 and 4 and Mr. T. C. Chutia, learned Standing Counsel, Assam State School Education Board for the respondent Nos. 2 and 3. [2.] Having regard to the grievance projected by the petitioner, the writ petition is taken up for disposal at this stage. [3.] The petitioner is the Headmaster of B.S. Dharmapur High School and the grievance expressed is that the examination centre for the upcoming HSLC exams has been shifted from Baghmara Char Higher Secondary School to B.S. Kadamtala Higher Secondary School. According to the petitioner, in order for the students to appear for the HSLC Examination in the new centre, they are required to cross a river which is going to cause a great hardship to the students. The petitioner therefore submitted a representation before the Inspector of Schools, BDC, Barpeta as well as District Commissioner, Barpeta on
25.09.2025. However, as the same has not been considered, the petitioner is before the Court. [4.] It is seen that although the Inspector of Schools Barpeta is made a party, the District Commissioner Barpeta is not made a party and considering the grievance expressed, instead of keeping the case pending, this writ petition is
disposed of by directing the petitioner to submit a representation before the District Commissioner Barpeta afresh within a period of one week from today. Thereafter the District Commissioner after giving due opportunity of hearing to
Page No.# 3/3 the petitioner, shall consider and dispose of the representation in accordance with law within a period of 15(fifteen) days from today, keeping in mind the difficulties likely to be faced by the students to appear in the new centre.
