The prayer in WP No.11987 of 2023 is for issue of a mandamus to consider the representation dated 26.12.2022 by which the petitioner is seeking for the grant of door numbers and a no objection certificate to MESCOM to obtain the electricity connection. 2. The impleading applicant has placed on record the decision of a Division Bench rendered in W.P. No.13416 of 2020 that had been filed by the petitioner challenging the recommendation of the Lokayukta on 19.03.2020. 3. The Division Bench in the order dated 03.09.2020 had set aside the recommendation of the Lokayukata and had reserved liberty to the Zilla Panchayat to take action as per the recommendation contained in paragraph 9 of the report, after issuing notice and hearing the parties in accordance with law. - 5 - NC: 2025:KHC:784 WP No. 11987 of 2023 C/W WP No. 11440 of 2018 4. The impleading applicant has also produced the decision of the Zilla Panchayat to implement the recommendation of the Lokayukta, which had been taken after hearing the petitioner, as well as the impleading applicant, which is not in favour of the petitioner 5. It is not in dispute that this decision of the Zilla Panchayat to accept the recommendation of the Lokayukta and implement the same has not been challenged. 6. In light of the fact that the decision has been taken by the Zilla Panchayat to implement the recommendation of the Lokayukta which required the removal of the building of the petitioner, it is obvious that the prayer made in the petition to assign a door number or for grant of a no objection certificate to the petitioner to enable him to secure electricity connection cannot be granted. - 6 - NC: 2025:KHC:784 WP No. 11987 of 2023 C/W WP No. 11440 of 2018 7. In the result, the W.P. No.11987 of 2023 is dismissed. However, liberty is reserved to the petitioner to challenge the decision taken by the Zilla Panchayat pursuant to the order of the Division Bench, if he is so advised. 8. The impleading applicant has also filed W.P. No.11440 of 2018 seeking for a direction to the Panchayat not to issue no objection certificate to respondent No.2 for occupation of the disputed building as well as not to issue door numbers. 9. In light of the order passed in W.P. No.11987 of 2023, it is obvious that these prayers would not survive for consideration. Consequently, W.P. No.11440 of 2018 is also dismissed.
