[2] At the outset, the counsel for the petitioner submitted that the petitioner will be satisfy for the time being if the present writ petition be disposed of by directing the Chief Secretary, Government of Manipur and Additional Chief Secretary, Tribal Affairs & Hills, Government of Manipur to consider the representation dated 28.08.2025 submitted by the petitioner on its own merit and strictly in terms of the applicable rule and disposed of the same by issuing a speaking order within a stipulated period. Vashum, learned GA appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioner is confine to consideration and disposal of the representation submitted by the petitioner, he has no objection in disposing of present writ petition as prayed for by the learned counsel appearing for the petitioner. [4] Considering the submission made by the learned counsel appearing for the parties, this Court is of the considered view that it will be in the interest of justice to issue the following directions; (I) The Chief Secretary, Government of Manipur and Additional Chief Secretary, Tribal Affairs & Hills, Government of Manipur are hereby directed to consider the representation dated 28.08.2025 submitted by the petitioner on its own merit and strictly in terms of the applicable rules and to disposed of the same by issuing a speaking order. Page 3 (II) The Whole exercise should be completed within a period of three months from the date of receipt of certified copy of this order. (III) It is also made clear that a copy of the order issued by the respondents in connection with the said representation should be furnished to the petitioner. (IV) It is further made clear that the aforesaid direction has been issued without considering the merit of the present writ petition.
