Having regard to the facts and circumstances of this case, this Court deems it appropriate to dispose of this Writ Petition, at the admission stage, without going into the merit, directing the Joint Collector (Respondent No.2) to number the Interlocutory Application seeking stay, if it is not already numbered, within a period of 2 weeks from today and dispose of the same on merits and in accordance with law by passing a Speaking Order within a 3. 3 period of four weeks after the said Interlocutory Application is numbered and communicate a copy of such Order to the Writ Petitioner forthwith. Needless to state that the Respondent No.2 is statutorily obligated to 4. adhere to the principles of Natural Justice by issuing advance Notice to the other interested parties, consider their Writ Petitioner and any submissions/objections and documents, if any, before issuing the final order.
