District Vocational Educational Officers (DY.DVEO) prepared vide Rc.No.Policy/1233798/2020-17, dated 24.01.2025, as illegal and arbitrary. 2) The facts leading to filing of the present Writ Petition is as follows: The Petitioner was initially appointed as Part Time Lecturer (Telugu) with M.A. (Telugu) qualification on 02.01.1988 and posted at Government Junior College Ailapuram, Nandipetmandal of Nizambad District in Zone VI of erstwhile State of Andhra Pradesh. Thereafter, the services of the Petitioner were regularized along with other eligible Part Time Lecturers on 30.11.1996. In the process of implementation of G.O.Ms.No.610, GAD, dated 30.12.1985 and consequential G.O.Ms.No.674, GAD, dated 07.09.2007 3 as the Petitioner is a local candidate of Kurnool District, he was repatriated to his Local Zone-IV along with other local candidates and posted as Junior Lecturer at K.V.R Government Junior College for Girls non at Kurnool on 01.05.2008. While so, a revised Integrated Seniority List of Junior Lecturers in all subjects working from 1996-1998 was prepared by the Respondent No.3 on 18.12.2008 and as the name of the Petitioner was wrongly mentioned in the said Seniority List, objections were raised to the revised Integrated Seniority List. Taking note of the objections of the Petitioner, the Seniority List was rectified on 30.09.2009. 3) It is stated that 8 years after fixation of the Petitioner’s seniority and after promotion as Principal on 12.02.2011, the final Seniority List revised vide Proceedings dated 06.11.2017 without any prior notice to the Petitioner on the was basis of the objections of two individuals i Amarender Kumar and G. Rama Krishna Reddy. i.e., Sri N. 4) Subsequently, vide Proceedings dated 09-12-2024, a Provisional Seniority List was issued for the post of Principal and wrongly placed the Petitioner’s seniority No.97. The said 4 Seniority List was issued on the basis of revised Seniority List, dated 06.11.2017. Thereupon, the Petitioner raised objections stating that the Petitioner’s service as Principal was regularized with effect from 12.02.2011. Though the Petitioner raised objections on 23.12.2024, final Seniority List was issued with speaking orders on 24.01.2025 vide Rc.No.Policy/ 1233798/2020-17, dated 24.01.2025. 5) The Petitioner, thereupon, filed Appeal on 07.02.2025 by registered post on 08.02.2025 as provided under Rule 26 of the Andhra Pradesh State and Subordinate Service Rules, 1996. As the same was not being considered, the present Writ Petition is filed. 6) Learned Assistant Government Pleader would submit that the appeal would be considered as expeditiously as possible and appropriate orders will be passed thereon. 7) Considering the said submission, the Writ Petition is disposed of with the following direction: i) Respondent No.1 shall dispose of the appeal filed by the Petitioner through Registered Post on 08.02.2025 within a 5 period of six weeks from the date of receipt of a copy of this Order. ii) There shall be no order as to costs.
