Hemchandra, learned senior counsel assisted by Ms. Rinika Maibam, learned counsel appearing for the petitioner and Mr. Shyam Sharma, learned GA appearing for the respondents. In view of the limited prayer made on behalf of the petitioner and as agreed to by both the counsel appearing for the parties, the present writ petition is being disposed of at the Admission stage. At the outset, Mr. M. Hemchandra, learned senior counsel appearing for the petitioner submitted that for redressing the grievances raised by the petitioner in the present writ petition, the petitioner has already approached the Chief Secretary, Government of Manipur, by submitting a representation dated 06-06-2025 and thereafter, another reminder representation dated 03-10-2025 have also been submitted by the petitioner to the Chief Secretary, Government of Manipur. The learned senior counsel further submitted that the earlier representation dated 06-06-2025 has already been forwarded by the Joint Secretary (Home), Government of Manipur, to the Secretary (YAS), Government IN. 84 SHOUGRAKPAM DEVANANDA SINGH Digitally signed by SHOUGRAKPAM DEVANANDA SINGH Date: 2025.10.30 15:54:46 +05'30' WP(C) No. 804 of 2025 Contd…/- of Manipur, with the request for taking necessary action for inclusion of the petitioner, who is a Gold Medalist in the 35th National Games while considering appointment of those Meritorious Sports Persons, who have won Gold Medals in the 36th and 37th National Games and the 19th Asian Games, across the different Department of the State in order to avoid any further legal complicacy. It has also been submitted on behalf of the petitioner that despite such recommendation being made by the authorities, neither the case of the petitioner has been considered by the authorities nor the representations dated 06-06-2025 and 03-10-2025 have also been considered by the authorities till date. The learned senior counsel submitted that the petitioner will be satisfied for the time being, if the present writ petition is disposed of by directing the Chief Secretary, Government of Manipur and the Secretary (YAS), Government of Manipur, to consider the said representations dated 06-06-2025 and 03-10-2025 submitted by the petitioner on its own merit and strictly in terms of the applicable rules/ guidelines and to dispose of the same by issuing appropriate order within a stipulated period. Mr. Shyam Sharma, learned GA appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioner is confined to the consideration and disposal of the representations submitted by him, he has no objection in disposing of the present writ petition as prayed for by the learned senior counsel appearing for the petitioner. -2- WP(C) No. 804 of 2025 Contd…/- Considering the submissions advanced by the learned counsel appearing for the parties, this court is of the considered view that it will be in the interest of justice to issue the following directions:- (i) The Chief Secretary and the Secretary (YAS), Government of Manipur, are hereby directed to consider the representations dated 06-06-2025 and 03-10-2025 submitted by the petitioner on its own merit and strictly in terms of the applicable rules/ guidelines and to dispose of the same by issuing appropriate order; (ii) The whole exercise should be completed within a period of three months form the date of receipt of certified copy of this order; and (iii) It is made clear that the aforesaid directions have been issued without touching upon the merit of this writ petition. With the aforesaid directions, the present writ petition is disposed of. JUDGE Devananda -3-
