The learned advocate for the petitioner disputes that, according to the petitioner the advertisement was for entire Maharashtra. There is online submissions of the application and they were to be scrutinized by the respondent No.2. Learned advocate for the respondent Nos.2 and 3 submits that the said advertisement was for Mumbai, Palghar, Thane and Kolhapur division and the impugned communication is also by Kolhapur division. 2.
