Record reveals that the petitioners have approached this Court without first representing their matter to the competent authority. 4. In this view of the matter, the petitioners shall be at liberty to submit their respective representation(s) or a joint representation, as may be advised, before the competent authority i.e. 2nd respondent and on receipt of such representation(s), the 2nd respondent shall decide such representation(s) within eight weeks thereafter by passing a detailed and reasoned order. 5.
