ORAL ORDER
1. Learned AGA is directed to accept notice for respondents No.1 and 2.
2. The petitioner is before this Court seeking for the following relief: To call for records and issue an appropriate writ or
order of direction quashing the impugned endorsement in No. DCP/Gupta/CB/220/2019 dated 02.04.2025 issued by 2nd Respondent herein and grant such other relief or reliefs as this Hon’ble Court deems fit to grant in the facts and circumstances of the case including the cost of this litigation to meet the ends of justice.
3. The petitioner had made an application for grant of permission to shower flowers from a helicopter on Lord Sree Kodandaramaswamy Brahmarathotsava Festival Day of the petitioner temple.
4. The submission of learned counsel for the petitioner is that such permissions had earlier been granted in the

year 2005, 2008, 2009, 2011 and 2018. However, this time when such an application had been made, respondent No.2 rejected the same vide letter dated 02.04.2025 at Annexure-E. His submission is that the petitioner will comply with all safety requirements as also comply with all the conditions that may be imposed by respondent No.2 for safe conduct of the above showering of flowers by helicopter.
5. The petitioner would be responsible for any and all eventualities or damage which may be caused by use of the helicopter, if and so permitted.
6. In that view of the matter, I pass the following;
ORDER i. The Writ petition is partly allowed. ii. The endorsement in No.DCP/Gupta/CB/220/2019 dated 02.04.2025 issued by respondent No.2 is quashed. Respondent No.2 is directed to consider the request of the petitioner and pass necessary orders in accordance with law by imposing such

conditions as respondent No.2 may deem fit for granting permission to the petitioner in respect of the above.
