Jotendro, learned Sr. counsel assisted by Md. Syed Murtaza Ahmed, learned counsel appeared on behalf of the petitioner; and Mr. Th. Vashum, learned GA appeared on behalf of the respondent nos. 1, 2 & 3. None appeared on behalf of respondent nos. 4 & 5. [2] At the outset, the learned Sr. counsel appearing for the petitioner submitted that for redressing the grievances raised by the petitioner in the connected writ petition, the petitioner has already approached the Commissioner (SCERT), Government of Manipur by submitting a representation dated 31.10.2025 and the said representation is still pending for consideration and disposal. LUCY GURUM AYUM Digitally signed by LUCY GURUMAYUM Date: 2025.11.26 15:22:46 +05'30' Page 2 [3] Also, it has been submitted by the learned Sr. Counsel that the petitioner will be satisfied if the writ petition as well as the connected application are disposed of by issuing a simple direction to the Commissioner (SCERT), Government of Manipur to consider the aforesaid representation dated 31.10.2025 on its own merit and strictly in terms of the applicable rules/guidelines and to disposed of the same by issuing a speaking order within a stipulated period. [4] Mr. Th. Vashum, learned GA appearing for the respondent nos. 1, 2 & 3 fairly submitted that as the prayer made on behalf of the petitioner is confined to consideration and disposal of the representation submitted by her, he has no objection in disposing of the writ petition as well as the connected application as prayed for on behalf of the petitioner. [5] Considering the submission advance by the learned counsel appearing for the parties and on perusal of the record, this Court is of the considered view that it will be in the interest of justice to disposed of writ petition as well as connected application by issuing the following directions; (I) The Commissioner (SCERT), Government of Manipur is hereby directed to consider the Page 3 aforesaid representation dated 31.10.2025 submitted by the petitioner on its own merit and strictly in terms of the applicable rules/guidelines and to disposed of the same by issuing a speaking order. (II) The whole exercise should be completed within a period of two months from the date of receipt certified copy of this order. (III) The Commissioner (SCERT), Government of Manipur is also directed to communicate the copy of the order passed by him in connection with the said representation to the petitioner as early as possible.
