Heard learned counsel appearing on behalf of the petitioner, learned Standing Counsel appearing on behalf of the State respondents and Sri Manu Ghildyal, learned counsel appearing on behalf of the respondent No.3. 2. This is a writ petition under Article 226 of the Constitution of India wherein the writ petitioner is seeking the following substantial reliefs: "(i) Issue a writ order of direction in the nature of Certiorari quashing the impugned order dated 12-12-2024 passed by the Respondent no.3 and direct to the Respondent no.3 to give electricity connection to the Tube well of the petitioner from nearest electric line in village Kulhauli, District- Kanpur Nagar (Annexure no. 10) to the writ petition. (ii) Issue a writ order or direction in the nature of mandamus directing the respondent no.3 to give electricity connection to the Tube well of the petitioner from nearest electric line in village Kulhauli, District- Kanpur Nagar." 3. It is to be noted that by a detailed order dated December 12, 2024, the Executive Engineer being respondent No.3 herein has dealt with the issue raised by the petitioner and informed him that he is entitled to get connection from the dedicated private tubewell feeder. The petitioner cannot seek a direct connection from the village feeder in terms of the rules, regulations and office memorandum dated November 5, 2019. 4. In light of the same, respondent authorities are directed to connect the private tubewell of the petitioner with the dedicated private tubewell feeder in accordance with the law. 5.
