GUNESHWAR SHARMA Order 31.10.2025 [1] Present Ms. Achui Kamei, learned counsel for the petitioners and Mrs. RK. Emily, learned Dy. G.A. for the State respondent. [2] It is submitted that the parties have amicably settled the dispute in the mediation proceeding dated 27.10.2025 and it is reproduced as: “SETTLEMENT AGREEMENT 27.10.2025 Whereas, the petitioner has filed the present petition as an authorized representative as per the resolution dated 02.07.2022 of the All Ukhrul District Driver Union signed by 81 members of the said Union. Whereas, the petitioner has agreed to modify his prayer (ii) as the following: “(ii) Direct the respondents to pay the due amount for hiring private vehicles of the 81 members of the Union for the conduct of Manipur State Assembly Election, 2022”. Accordingly, on the basis of the modified prayer, negotiation between the parties has been initiated. During the course of mediation, the parties have come to an agreement to make the payment of the negotiated amount to those individuals who are able to produce the Original Requisition Slip or Vehicle Release Order. Accordingly, the parties have agreed to the following terms: I. The petitioner shall submit Original Requisition Slip or Vehicle Release Order of the 13 individuals to the office of the District Election Officer (DEO), Ukhrul. II. Consequent upon the receipt of the Original Requisition Slip or Vehicle Release Order, the DEO, Ukhrul shall release the negotiated amount (Annexure-A/1) to the petitioner within a period of 30 (thirty) days. III. The petitioner has also agreed to waive the claim and interest for the remaining members of the Union. IV. The office of the DEO, Ukhrul shall release the negotiated amount (Annexure-A/1) from their own fund and shall not request any fund from the ECI or office of the CEO or Election Department, Government of Manipur for the abovementioned purpose.” [3] In terms of the settlement in the mediation proceeding, writ petition is disposed of.
