Ratankumar, learned counsel appearing for the respondents No. 1, 2 & 3 and Mr. RK Deepak, learned senior counsel assisted by Mrs. I. Bimola, learned counsel appearing for the respondent No. 4. At the outset, the learned counsel appearing for the petitioner submitted that for redressing the grievance raised by the petitioner in the present writ petition, he has already approached the authorities by submitting a representation dated 01.10.2025 and the said representation is still pending for consideration by the authorities. The learned counsel further submitted that the petitioner will be satisfied for the time being if the present writ KABOR AMBAM SAPAN A CHANU Digitally signed by KABORAMBA M SAPANA CHANU Date: 2025.12.05 15:58:20 +05'30' Page 2 petition is disposed of by directing the Secretary (Social Welfare), Government of Manipur and the Director (Social Welfare), Government of Manipur to consider the said representation dated 01.10.2025 on its own merit and strictly in terms of applicable rules/guidelines and to dispose of the same by passing appropriate order within a stipulated order. [2] Mr. H. Debendra, learned Deputy AG representing the respondents No. 2 & 3 submitted that as the prayer made on behalf of the petitioner is confined to the consideration and disposal of the representation submitted by him, he has no objection in disposing of the present writ petition as prayed for by the learned counsel appearing for the petitioner. [3] Considering the submission made by the learned counsel appearing for the parties and on perusal of the record, this Court is of the considered view that it will be in the interest of justice to issue the following directions:- 1) The Secretary (Social Welfare), Government of Manipur and Director (Social Welfare), Government of Manipur are hereby directed to consider the said Page 3 representation dated 01.10.2025 submitted by the petitioner on its own merit and strictly in terms of the applicable rules/guidelines and to dispose of the same by issuing an appropriate order. 2) It is made clear that the whole exercise should be completed within a period of 3 months from the date of receipt of a certified copy of this order. 3) It is made clear that the aforesaid directions have been issued without touching on the merit of the present writ petition. 4) The respondents No. 2 & 3 are further directed to communicate a copy of the order passed by them in connection with the said representation to the petitioner at the earliest possible time. [4] With the aforesaid directions, the present writ petition is disposed of. JUDGE Sapana
