ORDER Petitioner is working as Panchayat Secretary Grade-1 and issued proceedings to the post of Deputy Mandal Parishad Development Officer in Zone-11. He was issued charge memo 1247740/CPR&RD/B1/2020, dated 03.12.2020, setting out as many as 10 charges alleging various irregularities, to which the petitioner submitted his statement of defence and after appointment of Inquiry Officer, finally the report came to be submitted on 06.01.2022 holding that none of the charges were proved and despite the same, no further action has been taken to conclude the disciplinary proceedings. Petitioner is said to be due for promotion to the next post and as per the seniority list prepared he stands at Serial No.3. However, on account of pendency of the disciplinary proceedings, his case is not being considered for promotion. Heard Sri P.V.Ramana, learned counsel for the petitioner

General Administration (Service-C) Department, dated 12.09.2022, and in view of inordinate delay, petitioner is deprived of promotion. G.O.Ms.No.679, in

Learned Assistant Government Pleader appearing for respondents that the ongoing inquiry will be completed within reasonable time, in terms of timelines prescribed by the Government in G.O.Ms.No.679, General Administration (Services-C) Department dated 01.11.2008, and in G.O.Ms.No.91, General Administration (Service-C) Department, dated 12.09.2022. In view of the above observations, the respondents
directed to consider the case of the petitioner for promotion to the post of Deputy Mandal Parishad Development Officer in Zone-11, without reference to disciplinary proceedings in pursuance of charge memo vide Charge Memo 1247740/CPR&RD/B1/2020, dated 03.12.2020. It is further directed that the respondents shall complete the pending inquiry within a period of three (03) months from the date of receipt of a copy of this order.
