Rarry, learned senior counsel along with Ms. Nikita M., learned counsel and Mr. Niranjan Sanasam, learned Government Advocate for the State respondents; and Mr. B.R. Sharma, learned CGC for the Union of India. The issues involved in the present batch of writ petitions are regarding the challenge to clause 4.4 A (b) of the SBD on various NITs issued by the State Governments in pursuance of the guidelines issued by the Central Government. In another writ petition, i.e. WP(C) No. 764 of 2025 filed by All Manipur Contractors Association Forum & Anr., this Court disposed of raising the similar issue. This Court vide order dated 30-10-2025 disposed of the said writ petition in view of the letter dated 16-10-2025 issued by the WP(C) No. 441 of 2025 & 7 Ors Under Secretary, Ministry of Rural Development, Govt. of India to the Commissioner & Secretary (RD & PR), Govt. of Manipur informing that all the contracts which are not finalized till date stand cancelled in terms of the letter dated 16-10-2025 issued by the Under Secretary, Ministry of Rural Development, Govt. of India and the causes in the present batch of writ petitions do not survive. Accordingly, the writ petitions are closed leaving the issues pray herein open to approach an appropriate forum and the interim order stands merged with the final order.
