Pertinent that the Joint Director(F&D) Controlling and licensing Authority, Director of Health Services, Aizawl, Mizoram is already arrayed as respondent No. 3 in the connected writ petition. 4. Mr. Manas L Das, learned counsel appearing for the applicant, fairly submits that due to inadvertent error the respondent has been sought to be arrayed as a respondent and accordingly does not press the said prayer in respect of proposing arraignment of respondent No. 10. 5. It appears that the applicant is being aggrieved by the manner in which valid highest bid of the applicant submitted by her in the tender process initiated by the respondent authorities for running the pharmacy canteen in the Zoram Medical College- SRHF for a period of 2 years was rejected and the respondent No. 7 was appointed to run the same. 6. It appears that after the returns have been submitted by the respondent No. 7 the presence of the Deputy Director (Food and Drug Administration), Directorate of Health Services, Government of Mizoram, Aizawl, appears to be essential and necessary for proper and effective adjudication of the writ proceedings. 7.
In view of the aforesaid stand taken in the affidavit and having heard the learned counsels appearing for the parties, this court deems appropriate to implead the Deputy Director (Food and Drug Administration), Directorate of Health Services, Government of Mizoram, Aizawl, as newly impleaded respondent No. 9 in the connected writ petition. 8. Let an amended cause title be submitted within the course of the day. Page No.# 3/3
