Shyam, learned counsel for the petitioner and Mrs. R.K. Emily, learned Dy. GA for the State respondents. [2] It is submitted that in the mediation proceedings dated 28.10.2025, the parties have amicably settled the dispute and submitted that the present writ petition may be disposed of in terms of the settlement in the mediation proceedings dated 28.10.2025 and the same is reproduced below: “SETTLEMENT AGREEMENT This Settlement Agreement is entered into BETWEEN Shri Naorem Suresh Singh, aged about 38 years, S/o N. Jatra Singh, resident of Samram Mamang Leikai, P.O. and P.S. Thoubal, Thoubal District, Manipur (Hereinafter called as "THE FIRST PARTY") AND The Managing Director, Manipur State Power Distribution Company Ltd. (MSPDCL), Near 2nd MR, North A.O.C., P.O. Imphal, Imphal East District, Manipur (Hereinafter called as "THE SECOND PARTY") WHEREAS 1. The First Party filed Writ Petition (C) No. 342 of 2023 against the Second Party and 4 (Four) Others before the Hon'ble High Court of Manipur. The said Writ Petition (C) No. 342 of 2023 was referred to the High Court of Manipur Mediation Centre vide an order dated 29.07.2025 passed by Hon'ble Chief Justice. 2. The High Court Legal Services Committee, High Court of Manipur appointed Shri Aribam Gautam Sharma, Advocate as Mediator for conducting mediation in connection with Writ Petition (C) No. 342 of 2023 on 14-08-2025. 3. Four mediation sessions were held with the parties and their respective counsels on 18-08-2025, 02-09-2025, 24- 09-2025 and 10-10-2025. The Parties, with the assistance of the Mediator, and proactive participation of the Counsels for the Parties, have voluntarily arrived at an amicable solution. 4. The Parties hereto confirm and declare that they have arrived at this Settlement Agreement voluntarily, and of their own free will, in the presence of their respective counsels and the Mediator. 5. The following settlement has been arrived at between the Parties hereto: (a) It has been agreed and undertaken by the Parties that the Second Party shall pay a sum of Rs. 2,00,000/ (Rupees Two Lakh) only as compensation/ Ex-Gratia amount on compassionate ground to the First Party as final settlement as per the terms of the present Settlement Agreement. (b) The payment of the above amount shall be as under: (i) The Second Party shall pay by way of cheque/demand draft in favour of Naorem Suresh Singh to his savings bank account no. 43045748852 maintained at SBI Thoubal Branch by the First Party, in presence of his Counsel viz. Shri L. Shyam Singh within 60 days of passing of final orders by Hon'ble High Court accepting the present Settlement Agreement. (c) It has been agreed between the parties that after receipt of the aforesaid full and final settlement amount by the First Party, the First Party shall not file any claim, petition, complaint, suit, application etc. against the Second Party in respect of the settled matter. (d) It has been agreed that the aforesaid Writ Petition filed before the Hon'ble High Court of Manipur against the Second Party and 4(Four) Others, shall be disposed of in terms of this Settlement. (e) Both the Parties shall pray to the Hon'ble High Court of Manipur that the present Writ Petition (C) No. 342 of 2023 may be disposed of in terms of the present Settlement Agreement. 6. By giving consent to this Settlement Agreement, the parties hereto state that they shall have no further claims or demands against each other and all the disputes and claims have been amicably settled by the Parties hereto through the process of Mediation. 7. That the parties undertake before the Hon'ble Court to abide by the terms and conditions set out in the agreement and not to dispute the same hereinafter in future. The parties further agree and undertake that they shall not resile from the present Settlement Agreement. 8. Both the Parties have agreed that they are entering into the present Settlement Agreement voluntarily, out of their own free will and volition. The Parties further state that they have understood the contents of the present Settlement Agreement as the same have been explained to them by the Mediator and their respective counsels, in the presence of each other.” [3] In terms of the mediation proceedings dated 28.10.2025, the W.P. (C) No. 342 of 2023 and MC(W.P. (C)) No. 183 of 2024 are disposed of. [4] Any interim order is merged with the final order. JUDGE Thoiba
