JUSTICE KAUSHIK GOSWAMI ORDER 02.12.2025 Heard Mr. Lalchhanliana Khiangte, learned counsel for the applicants. Also heard Ms. Zairemsangpuii, learned counsel for the respondent Nos. 4 & 5. Page No.# 3/4 By of this interlocutory application, the applicants are seeking striking out the names of Smt. Priya Kumar, respondent No. 2 and Shri. Surender Singh, respondent No. 3 from the array of the parties in the accompanying contempt proceeding, i.e., Cont.Cas(C) No. 15/2024 for impleading in their place, Sri. K. Satish Nambudiripad, Director General, Prasar Bharati, Doordarshan as respondent No. 2 and Shri. Ramesh Singh Chauhan, Deputy Director (Admin), Prasar Bharati, Doordarshan Bhawan as respondent No. 3 in the accompanying contempt proceeding. It appears that during filing of the contempt proceeding, the applicant inadvertently arrayed Smt. Priya Kumar as the Director General, Prasar Bharati, Doordarshan though she was not holding the said post at that relevant point of time. In fact, she is holding the post of Director General (News). Likewise, Shri. Surender Singh was also inadvertently arrayed as respondent No. 3 allegedly being the Deputy Director (Admin), Prasar Bharati, Doordarshan Bhawan, though he was not holding the said post and instead was holding the post of Deputy Director General (Admin). It appears that the aforesaid two respondents have been wrongly arrayed as the respondents/contemnors Nos. 2 & 3 respectively in the accompanying contempt proceeding. It further appears that the competent authorities for complying with the directions passed by this Court in WP(C) No. 96/2022 being Sri. K. Satish Nambudiripad holding the post of Director General, Prasar Bharati, Doordarshan and Shri. Ramesh Singh Chauhan holding the post of Deputy Director (Admin), Prasar Bharati, Doordarshan Bhawan are required to be impleaded as respondents/contemnors Nos. 2 & 3 respectively, for effective adjudication of the accompanying contempt proceeding. Accordingly, the prayer for striking out the names of Smt. Priya Kumar, respondent No. 2 and Shri. Surender Singh, respondent No. 3 from the array of Page No.# 4/4 respondents/contemnors in the accompanying contempt proceeding is allowed. Resultantly, their names be struck off. Sri. K. Satish Nambudiripad and Shri. Ramesh Singh Chauhan be impleaded as respondents/contemnors in the accompanying contempt proceeding. Let an amended cause title be filed before the Registry for doing the needful. With the above observation and direction, this interlocutory application stands allowed and disposed of.
