Sangita, learned counsel appeared on behalf of the applicant and submitted that notice has been duly served upon Shri Yumkhaibam Homendro Singh, the Chief Engineer, IFCD, Government of Manipur. The present application has been filed with a prayer for impleading the above named officer as respondent No. 2 in the Cont. Case (C) No. 28 of 2025 as the said officer has been newly posted as the Chief Engineer (IFCD)/Water Resources Department, Government of Manipur consequent upon the transfer of the earlier incumbent who was holding the said post. [2] By an order dated 14.11.2024 passed by this Court in WP(C) No. 804 of 2024, the Chief Engineer, IFCD, Government of KABORA MBAM SAPANA CHANU Digitally signed by KABORAMBAM SAPANA CHANU Date: 2025.10.27 16:30:49 +05'30' Page 2 Manipur was directed to consider the representations dated 08.01.2024 and 05.11.2024 submitted by the petitioner and to dispose of the same by issuing an appropriate order. [3] It has been submitted by the learned senior counsel appearing for the applicant that the direction issued by this Court has not yet been complied with and as such, the new incumbent Chief Engineer, IFCD, needs to be impleaded as respondent No. 2 in the connected Contempt Case (C) No. 28 of 2025. [4] Considering the submission made by the learned senior counsel appearing for the applicant, this Court is of the view that impleadment of the said Officer as respondent No. 2 in the above quoted Contempt Case is necessary. Accordingly, the impleadment application is hereby allowed. [5] Registry is directed to implead the name of Shri Yumkhaibam Homendro Singh as respondent No. 2 in the connected Contempt Case (C) No. 28 of 2025.
