Order No. 02
Dated: 18.08.2025
The instant Public Interest Litigation was registered suo-moto by this Court after coming across news item in “Dainik Bhaskar” in its addition dated 13.08.2025 titled as “डाकघर ों में खत्म नह ों ह रह परेशान , अपने पत्र-पार्सल क ट्रैक नह ों कर पा रहे ल ग”. 2. On notice, learned Additional Solicitor General of India has put an appearance on behalf of the Postal Department and has placed on record “Brief on IT 2.0” (hereinafter to be referred as
“the said Brief”) along with supporting documents. The said Brief in its entirety is reproduced herein below:
“Brief on IT 2.0 • With the aim of moving from the existing platform (SAP) of India Post to the new platform (IT 2.0), the Directorate had earmarked 08.07.2025 (for Giridih division, RMS Ranchi division, RMS Dhanbad division, 08 divisional offices and the Circle office) and 22.07.2025 (for PSD and operative offices of all 08 postal divisions) for rollout of offices under the jurisdiction of Jharkhand Postal Circle. rollout was aimed at a major leap forward in our journey towards digital excellence. As part of this transformative exercise, the upgraded system was implemented across all the Post Offices. • As planned, a scheduled downtime was communicated to the public at large to ensure the facilitation of data migration, system validation and various configuration processes. The Advanced Postal Technology (APT application) has been designed to offer an enhanced user experience and better customer friendly interface. • Since, different Postal Circles were migrated on different dates, there was issue in tracking the articles booked by customers in IT 2.0 platform. It is pertinent to note that the jharkhand Postal Circle was completely rolled out on 22.07.2025. Subsequent upon that, the articles were being booked by the new APT application. However, due to non-syncing of tracking system of legacy system with the new APT application, there was issue in tracking down the articles. Further, the issue was also aggravated by the fact that seven Circles were migrated on 04.08.2025. Owing to this, the server was inordinately overburdened. This also contributed in loss of data transmission. This issue was a Pan India issue. • Subsequently, a Business Continuity Plan (BCP) module was launched on 09.08.2025. This was utilized to book the articles in offline mode.
• Present position: As of today, the issue has been sorted out and the server has also stabilized. Now the articles booked on IT 2.0 platform can easily be tracked. The work is being carried out smoothly. Further, additional manpower has also been engaged to clear the work pending at various offices. PIB in its notice dated 06.08.2025 has also intimated that the slowness observed owing to the scale and complexity of migration has been rectified. • We deeply regret the inconvenience caused to our valued customers and we earnestly assure

that all these steps and exercises are being carried out with the sole aim of delivering better, faster and more digitally empowered services.”
3. Since the issue now stands redressed, we see no reason to keep this petition alive and the same is disposed of in the light of the aforesaid Brief. (Tarlok Singh Chauhan, C.J.)
