The learned counsel for the petitioner Mr. Pakinrichapbo as well as Mr. Thiba Phom, learned P.P. are present. As directed by this Court, the Medical Board has been constituted and report dated 30.09.2025 has been submitted before this Court. As per the medical report, it is stated that the patient is on conservative treatment for piles and the patient
Page No.# 2/3 requires definitive treatment for his surgical problem. It is stated in the report that surgery will require hospital admission. The learned counsel for the petitioner has stated before this Court that the petitioner has been suffering from the said haemorrhoids problem for a long time and it is now very severe leading to bleeding while passing stool which is not showing any sign of improvement despite medication and unless he undergoes surgery at the earliest, the condition may not be cured and if left untreated there are high chances that his condition will deteriorate day by day. It has been further prayed that the petitioner may be granted bail in order to undergo surgery at a higher medical centre so that his family members can also look after him in the hospital. It is stated that the petitioner is a resident of Senapati district, Manipur and therefore he also does not have any family member staying in Kohima who would be able to look after him if he undergoes surgery at Kohima. After considering the medical report submitted by the medical board of the Naga Hospital Authority as well as various medical reports enclosed in the petition, this Court is of the view that the petitioner can be released on interim bail for 2(two) months on the following conditions:- (1) The petitioner shall execute a bail bond of Rs.30,000/- with one surety of the like amount who shall be a resident of Kohima; to the satisfaction of the Trial Court.
(2) The petitioner shall not interfere with the
Page No.# 3/3 investigation nor hamper or influence the witnesses in any manner. (3) The petitioner shall produce copies of the medical report after the surgery before the Trial Court on expiry of the period of 2(two) months and surrender before the Trial Court.
