Heard Ms. Karra Madhavi, learned Counsel appearing on behalf of Sri K.A.Narasimham, learned Counsel for the Writ Petitioner, Sri P. Rajesh Kumar, learned Assistant Government Pleader for Panchayat Raj, Sri T. Sanjeeva Rao, learned Assistant Government Pleader for Revenue appearing for the Respondent Nos.1 & 2, Sri D. Venkata Rao, learned Counsel representing Sri Venkata Rama Rao Kota, learned Standing Counsel for APSPDCL appearing for the Respondent Nos.6 & 7 and Sri T. It transpires from the record that the sister of the Writ Petitioner herein is arrayed as Unofficial Respondent No.8. It is the submission of the learned Counsel for the Writ Petitioner that the Possession Certificate was issued in the name of husband of the Unofficial Respondent No.8 (who is now no more). Consequent upon issuance of Possession Certificate by the Revenue Department, the electric connection was also obtained in the name of the husband of the Unofficial Respondent No.8 (Venkata Ramanaiah).
The present Writ Petition is filed against the Panchayat Secretary as well as the

Electric Department by the Writ Petitioner seeking, cancellation of the Possession Certificate granted in favour of Sri Venkata Ramanaiah (husband of Unofficial Respondent No.8) and to be issued in the name of the Writ Petitioner on the strength of the ‘Registered Will’ executed by the mother of the Writ Petitioner and the Unofficial Respondent No.8. 3. These facts would indicate that the dispute is purely private in nature, subsisting between the Writ Petitioner and her sister (Unofficial Respondent No.8). In this view of the matter, this Writ Petition is not maintainable. Writ Petition is dismissed accordingly. No order as to costs. 4. The Writ Petitioner is, however, at liberty to avail other remedies as available to her under law. 5.
