Issue a writ of mandamus or other appropriate writ or direction to the respondents to refund of Rs.2,39,120/- to the petitioner as excess of amount collected by the respondents at the time of registration of sale deed at Annexure-A c. And pass other suitable orders under the circumstances of the case as it deems fit by this Hon’ble Court by allowing this petition, with costs, in the interest of justice and equity. 2. What has been challenged is the letter dated 5.06.2020 which has been issued on the basis of the - 3 - NC: 2025:KHC:11363 WP No. 12150 of 2020 guideline value which had been fixed for the subject property. 3. A challenge to an order without a challenge to the guideline value would not be maintainable. Since the guideline value has not been challenged, the order passed on the basis of guideline value cannot be sought to be disturbed in the manner sought for in the present petition. 4.
