Heard Sri Shrawan Kumar Pandey, learned counsel for the petitioner and Sri Hari Narayan Singh, learned counsel for respondent nos.2 and 3. 2. In the present case, the inquiry is vitiated. Admittedly, the charge-sheet was supplied to the petitioner on whatsapp, which on the face of it a serious irregularity. 3. It is the specific case of the petitioner that even on whatsapp, he has not received the copy of the charge-sheet as the number mention does not belong to him. 4. On the direction of this Court, a call was made on the number mentioned in the instructions and it was received and the person told that he is carrying this number for last three years, and he is a resident of Madras. 5. In the aforesaid circumstances, the specific case of the petitioner has merit. 6. Accordingly, the impugned punishment order dated 10.01.2025 passed by the respondent no.2 i.e. District Basic Education Officer, Aligarh is set aside and this writ petition is disposed of that the respondent will have at liberty to provide a copy of the charge- sheet by hand to the petitioner within a period of two weeks from today and thereafter the inquiry shall proceed in accordance with law.
