Though the petitioner made respondents, during hearing, learned Court, without touching respondents to dispose of the representation 20.05.2025, with a liberty to the merits of the case, to issue a Pleader for Revenue furnished written dated 02.07.2025 submitted by the Joint filed Revision before Learned Assistant Government instructions in Roc.F1/496/2025 Collector, Tirupati commissioner & Director of 3. stating that the petitioner Settlements vide H1/4035/88, Jhe same was 21.03.1990. The Joint Settlement Officer on F6/8901/1990 dated 26.02.2003 as remanded to Joint Collector cum Chittoor has rejected vide Collector, NVJ W.P.No.16421 of 2025 abated on ground that the L.Rs were not brought on record within 90 days. Aggrieved by the same, one T. Munirathnam filed Revision before DoS vide RP NO.12/2011/CTR/H1, the same was remanded to JC-cum-CO, Chittoor on 14.03.2014. On remanding the matter, the Joint Collector cum Settlement Officer, Chittoor rejected for third time vide R.Dis.No.F6/8901/ 1990 dated 22.12.2020 that, “I am not inclined to condone the abnormal delay and to admit case”. Even on perusal of the counter filed by the MRO, there is no prima facie case on merits and not a fit case to even assign SR number for this case and to admit this case for grant of Ryotwari Patta as per the provisions of The Andhra Pradesh (Andhra Area) Inams (Abolition and Conversion into Ryotwari) Act, 1956. The petitioner or his predecessors were never granted ryotwari patta at any point of time from the Competent Authority, they were not in possession and enjoyment of the subject land. The subject lands are communal lands classified as “Anadheenam”and “Pasuvula Metha Beedu”. 4. However, learned Assistant Government Pleader for Revenue readily agreed to dispose of the representation of the petitioner dated 20.05.2025, if any pending with the authorities. 5. In view of the submission of the learned Assistant Government Pleader for Revenue, I need not decide the truth or otherwise of the allegations made in the petition. This Court is conscious that no such direction be issued, in 5 NV,J W.P.No.16421 of 2025 view of the judgment of the Apex Court in 'The Government of India v. P.Venkatesh^", wherein the Apex Court held that such orders may make for a quick or easy disposal of cases in overburdened adjudicatory institutions. But, they do no service to the cause of justice. As the learned counsel for the petitioner herself requested to issue a direction to the respondents to dispose of the representation dated 20.05.2025, with a liberty to make representation under the Right to Information Act for obtaining necessary information/documents, I find no other alternative except to issue such direction. In the result, the writ petition is disposed of directing the respondents to consider and dispose of the representation dated 20.05.2025 made by the petitioner, in accordance with law, within four (04) months from today. The petitioner is at .liberty to challenge the subsequent proceedings if any, if advised. No costs, f- 6.
