IN THE HIGH COURT OF ORISSA AT CUTTACK W.P.(C) No.34717 of 2025 Bipin Bihari Maharana …. Petitioner Mr. Niranjan Panda, Advocate -versus- State Of Orissa And Ors. …. Opp. Parties Mr. U.C. Behura, AGA CORAM: THE HON’BLE MR. JUSTICE CHITTARANJAN DASH Order No. ORDER 20.03.2026 01. 1. Heard learned counsel for the Parties. 2. By means of this application, the Petitioners seek the following prayer: “It is therefore prayed that your lordships be graciously pleased to admit the writ petition and issue a rule NISI to the OPs to show cause as to ; a) Why a direction will not be given to the op nos. I to 4 to cancel the I.D. no 1081124562 & document No. 11081123383 issued in favor of the OP No. 5 . And if the ops do not show cause then the rule be made absolute by issuing appropriate writ /order / direction to the OPs and any other order as deem fit be passed.” 3. Having regard to the nature of the controversy involved, this Court is of the view that the relief sought by the Petitioners would necessarily require adjudication of disputed questions of fact and appreciation of evidence, which can more appropriately be undertaken by a competent civil court. 4. Accordingly, the writ petition is disposed of granting liberty to the Petitioners to approach the competent civil court for appropriate declaration and other consequential reliefs, if so advised.
