UNNI KRISHNAN NAIR ORDER Date : 18.03.2026 The present contempt petition was instituted alleging violation of the directions passed by this Court vide order dated 09.10.2023 in WP(C).No.2490/2017. Vide the said order, this Court had granted liberty to the petitioner to approach the District Commissioner, Dhubri, by way of submitting a representation with regard to the ex-gratia compensation on account of the alleged kidnapping of his son by accused persons named in the FIR. 2. This Court further directed the District Commissioner, Dhurbri, to consider the same and in the event, the petitioner is found entitled on the basis of materials brought on record for grant of ex-gratia compensation, to forward the same to the Revenue & Disaster Management, Department of Government of Assam, for release of the said ex-gratia amount after further verification as may be mandated. 3. Ms. N. Bordoloi, learned counsel, appearing for the respondent no.2 has placed on record a speaking order dated 09.12.2025 passed by the District Commissioner, Dhubri, i.e. the respondent no.2, wherein, after due enquiry, the claim of the petitioner for grant of ex-gratia compensation came to be rejected. 4. This Court has perused the speaking order dated 09.12.2025 and finds that the same was so issued in compliance to the direction passed by this Court vide the said order 09.10.2023. 5. Accordingly, the directions passed having been complied with, the present contempt petition stands closed. However, liberty is granted to the petitioner to assail the said speaking order by way of filing an appropriate application. 6. The instruction furnished by Ms. N.
