Learned Assistant Government Pleader for School Education submits that in compliance of order dated 18.12.2024 passed in W.P(PIL).No.101 of 2023, it was directed that steps be taken for framing guidelines in terms of Clause (d) and (e) of Rule 25(2) of Andhra Pradesh Right of Children to Free and Compulsory Education Rules, 2010 (for short, “the Rules, 2010”) in order to ensure that provisions contained in Clause (c), (d) and (e) of Rule 22(3) of the Rules, 2010 can be given effect to.
2. Learned Assistant Government Pleader for School Education submits that requisite guidelines have been promulgated. He has furnished a copy of proceedings dated 10.09.2026 issued by Director, State Council of Educational Research and Training, Andhra Pradesh, Amaravati. An unconditional apology is submitted for delay which has occurred in promulgation of said guidelines.
3. Application seeking extension of time for implementation of order dated 18.12.2024, i.e., I.A.No.1 of 2025 in W.P(PIL).No.101 of 2023, had been filed by learned Government Pleader for School Education. It is submitted by
learned counsel for respondent that delay in promulgation of these guidelines be condoned as the same was due to reasons beyond control of the respondent.

4. We have perused proceedings dated 10.09.2026, whereby guidelines in compliance of order dated 18.12.2024 have been promulgated.
5. In view of unconditional apology tendered today and passing of this
order, Rule is discharged and application is rendered infructuous.

Learned counsel for petitioner in contempt case has raised an apprehension that guidelines may not be in accordance with applicable provisions. If that be so, petitioner is at liberty to avail remedies as may be available to him under law.
7. C.C.No.4220 of 2025 and I.A.No.1 of 2025 in W.P(PIL).No.101 of 2023 are disposed of accordingly. No order as to costs.
Miscellaneous Petitions pending, if any, shall stand closed.
