Petitioner participated in the 1st State Level Selection Test, 2016 (Upper Primary) for being selected as Assistant Teacher for upper primary level of classes. On perusal of a document at page 58 of the writ petition, it appears that petitioner did not upload testimonials as per notice of the West Bengal Central School Service Commission dated 28th December, 2020 during the period from 4th January, 2021 to 22nd January, 2021. Subsequently, petitioner approached grievance redressal forum of the West Bengal Central School Service Commission and thereafter petitioner was permitted to upload testimonials as it appears from printout of mobile message which is at page 59 of the writ petition. It is submitted by the petitioner that petitioner uploaded testimonials before 13th August, 2022 but thereafter there was no response from the concerned authority of the West Bengal Central School Service Commission. It is submitted on behalf of the Commission that those candidates who came within the zone of consideration in terms of merit were asked for physical verification of testimonials but petitioner was not called for physical verification of her testimonials which goes to show that petitioner did not come within the zone of consideration after uploading of testimonials in the month of August, 2022. Steps were taken by the Commission for preparation of merit list based on which sixth round of counseling is over and today, 11th June, 2025, seventh round of counseling is going on. On consideration of the relevant facts as indicated by the learned advocates representing the parties, it appears that after uploading testimonials in the month of August, 2022 contemporaneous steps were not taken by the petitioner and writ petition has been filed on 2nd May, 2025, precisely after three years when seventh round of counseling is going on. 2 Hence, at this belated stage no relief can be granted to the petitioner.
