The order impugned in the writ petition has been passed on 19.07.2010, by which, revision filed by the petitioner has been rejected against the order dated 23.01.1984. It has been submitted by the learned Standing Counsel that petition is barred by laches and there is no explanation for filing writ petition after a lapse of 15 years. 5.
