Sandhawalia, Chief Justice [Oral] The present Execution Petition is filed seeking execution of the order dated 12.01.2023, passed in Civil Writ Petition No.3900 of 2020, titled Umesh Larzoo v. State of H.P. & others. The petition was disposed of along with bunch in LPA No.165 of 2021 a/w connected matters, titled State of HP and Others v. Surajmani and Anr., by the Co-ordinate Bench on 12.01.2023. 2. Counsel for the State has placed on record 1 Whether reporters of Local Papers may be allowed to see the judgment? 2025:HHC:31936 - 2 - order dated 12.09.2025, passed by the Executive Engineer, N.H. Division, HPPWD, Rampur Bsr. whereby the petitioner has been given work charge status on completion of eight years continuous service on 31.12.2001 [w.e.f. 01.01.2002]. 3. Mr. Gupta, counsel for the petitioner has submitted that there are discrepancies in the said order and that the complete benefit of the directions issued in Civil Appeal No.1595 of 2025 arising out of SLP (C) No.23016 of 2023, titled The State of Himachal Pradesh & Ors. Versus Surajmani & another along with connected matters, decided on 06.02.2025, has not been adhered to. 4. Keeping in view the above, we are of the considered opinion that the said order can always be challenged by the petitioner by setting out the facts concisely in appropriate pleadings and by showing that there is discrimination qua others who have been granted the benefit in a different manner. However, the same cannot be done in the present Execution Petition, which is only to see whether the compliance of the order has been done in sum and substance. 2025:HHC:31936 - 3 - 5.
