1. The petitioners are the employees of the High Court working in different capacities in the Computer Section. Some of the petitioners having been appointed as Data Entry Operator have now arisen to the position of Joint Registrar (Computer). They seek a direction to the High Court and the Government of Jammu and Kashmir to create posts of Registrars (Computer), Additional Registrars (Computer), Joint Registrars (Computer), Deputy Registrars (Computer) and Assistant Registrars so that they get timely promotions and are treated on a par with employees working in different sections of the High Court.
2. On this petition coming up for consideration on 19th February, 2025, this Court asked the Registrar General to indicate whether any steps have been taken to amend the rules to accommodate petitioners in the vacancies to be created. S.No.1

3. In response, the Registrar General has filed a detailed report and has submitted that a joint representation made by the petitioners seeking creation of afore-mentioned posts stands referred to the Committee for appointment and promotion of officers/officials of the High Court staff for
consideration. While the matter was under consideration, another representation was made by the petitioners seeking creation of posts.
4. The note of the Registrar General further indicates that the representation filed by the petitioners for creation of afore-mentioned posts in the computer section of the High Court has been referred to the Government for consideration. As a matter of fact, the communication dated 22.11.2024 addressed by the Registrar General of this Court to the Secretary to Government, Department of Law, Justice and Parliamentary Affairs, UT of J & K, Jammu has been placed on record by the petitioners as Annexure- VII to the instant petition.
5. In view of the fact that the matter is still under consideration of the respondents and a final decision is yet to be taken, this petition is premature and the same is accordingly dismissed. We, however, impress upon the High Court as well as Department of Law, Justice and Parliamentary Affairs, UT of J & K, Jammu to take a final call in the matter and pass a reasoned order on the representation made by the petitioners, within a period of two months from today.
